Calls blocked to public URLs for cloud vision

Is it true that even if we create an egress rule to allow calls to public URLs from within VPC Service Controls perimeters, Cloud Vision API blocks calls to public URLs?

You are right. Based on this documentation , while you can create egress rules to allow calls to public URLs from within VPC Service Controls perimeters, the Cloud Vision API does not currently support making calls to public URLs.
