Changing an organisation policy

Hi, I'm kinda stuck. I want to change a policy (Disable service account key creation)

I keep getting a generic error when I try to set the policy:

Somebody knows how to solve this?
I tried changing on both organisation and project level, bothe gave the same error. 
In fact, I get this error on every attempt to change a policy. 

I assume I'm missing something on a higher level, but don't know what. Not familiar with google environment and looking for this issue only gave me people with permissions error's (at first I also had them, but those I could solve by myself googling around).

I'm assuming that You are trying to change this policy AT ORGANIZATION LEVEL and you have proper permissions like [1]Organization Policy Admin
