I configured a Dialogflow CX with Google Phone Gateway with Hindi. The welcome page has a pre-recorded audio in Hindi which plays automatically when user calls the number.
However the call is immediately dropped and no further intent matching happens. The intent has training phrases in Hindi and ML model is trained too. The call drop happens without any delay post playing of pre-recorded audio.

Dropped calls typically occur due to a short silence timeout, incorrect no-match handling, or exceeding your Dialogflow CX quotas.
