I was practicing deploying a custom container over vertex ai, using the following colab notebook:

I get to the part in the workflow, where I attempt to submit the image to the artifact registry.
That's where I get the error in the title.
I used cloud assist and suggests I change the compute region.
After changing compute region a few times, the error persists.
I also checked resource availability by region and there are no restrictions.
I made an attempt to view quotas, there is no system with usage > 90%
I would be grateful for any suggestion for remediation
