Failed to generate API key: permission denied" in Google AI Studio

I am experiencing a critical and persistent "Failed to generate API key: permission denied. Please try again." error in Google AI Studio that is preventing me from using the Gemini API. I have thoroughly troubleshooted this issue, but remain blocked and am unfortunately unable to file a direct support case through the console.

Problem Summary: When attempting to use Google AI Studio I consistently receive an "An internal error has occurred" and "Failed to generate content: permission denied. Please try again." message. Even when trying to connect/create an API key via AI Studio's UI, it presents the error: "Failed to generate API key: permission denied. Please try again." despite seeing my project.

My Setup:

Billing Account: I deliberately created a new, separate billing account specifically for this purpose, confirmed as active.

Google Cloud Project: I created a dedicated project for AI Studio and ensured it is exclusively linked to my  billing account.

Extensive Troubleshooting Steps Already Performed and Verified (Please DO NOT ask me to repeat these):

API Key Existence: An API key has been successfully created and exists within the "Credentials" section of my project in the Google Cloud Console.

Generative Language API Enabled: The "Generative Language API" is confirmed to be enabled within this specific project.

API Key Restrictions: The API key has no application restrictions ("None" selected) and no API restrictions ("Don't restrict key" selected).

IAM Permissions: My account has been explicitly granted and verified as having the "Owner" role on the  project. I have also attempted removing and re-adding this role as a refresh.

Browser Cleanup: I have closed all AI Studio tabs and performed a full clear of all browser cache and cookies ("All time"). I then re-opened AI Studio in a fresh tab.

Why I Am Posting Here (Support Access Blocked):

I am posting in the community forum because I am unable to file a direct support case through the Google Cloud Console. My current support plan indicates "Creating cases for the selected project is not available with your current support plan". Furthermore, when attempting to "BUY NOW" for higher support tiers, I receive the message: "You are not eligible to select this option".

This situation is extremely frustrating, as I have followed all instructions diligently and am blocked from utilizing a core service and from accessing direct support.

Request: I kindly request assistance from Google Cloud support staff or experienced community members who can escalate this issue. Please investigate the underlying cause of this persistent "permission denied" error, as it appears to be beyond typical user configuration or a transient issue. I am eager to use Google AI Studio.
