Gemini API: suddenly getting "User location is not supported for the API use" (Finland)

Started getting "User location is not supported for the API use" when trying to use the gemini-2.5-pro-exp-03-25 model via Gemini API. The server is in Hetzner's Helsinki (Finland) datacenter. The billing account is Lithuanian. Couldn't find any indication that either of these should intentionally have restricted access to any Gemini APIs.
