How do I connect managed notebooks in Vertex AI workbench with VS code?

I prefer to using VS code when it comes to write Python, but I could only find resources on connecting VS code with user-managed notebooks instead of managed notebooks: https://medium.com/google-cloud/choose-the-ide-you-want-and-develop-on-vertex-ai-workbench-part-i-94...

When I want to create user-managed notebook or a compute instance, I got error on networking issues where there's no network provided. So would like to get help on 1) if there is a way to connect managed notebook with VS code? 2) if not, how can I use Vertex AI instance in VS code?

Is this still the case? Google Cloud Code doesn't allow me to run vertex?
