Imagen 3 availability

Hey, I'm trying to get access to imagen 3 model for inpainting. Saw that I have to apply to get full access here (https://cloud.google.com/vertex-ai/generative-ai/docs/image/edit-inpainting) 
Is there a requirement that I need to meet for it?
