L4 GPU unavailable for Vertex AI custom training

Hi,

I've been trying to use L4 GPUs for custom training, which I believe should be possible according to this.

However, although I have enough quotas as shown below,

I couldn't allocate L4 GPUs for custom training jobs. The error messages are as follows:

Please let me know how to fix it
