Quota Issue with Gemini Pro / Palm2 Bison on Vertex AI

I'm having a quota issue with Vertex AI on some of my older projects.
The limit for the gemini-pro model in US-CENTRAL1 is 5 requests/min. But on a newly created project the limit is at 300 as it normally should be. How do I update this limit of 5? It's exactly the same for text-bison the limit is 5 requests/min and with the new project the limit is 1600. I have already tried deactivating and reactivating the Vertex API, nothing has changed. Both projects are created by the same Google account with the same connected billing account.

You can try requesting for quota by ticking the checkboxes besides them:

and clicking the edit quota:

Please be reminded some parameters are hard limits and cant be requested for an increase.
