Unable to request quota increase

I'm trying to increase the limits for "Request limit per model per minute" for gemini-2.0-flash-exp models. The default limit is 10, 2 for audio and 2 for video. When I'm using the IAM Quotas console to increase this limit, the maximum allowed value is between 0 to the limit already set which doesn't make sense. Please check and help resolve this. Thank you
