numpy gets corrupted after trying to install librosa in pytorch env of vertex ai workbench

After I create a workbench in Vertex AI of the type instances, after I try to install librosa in the pytorch env

using:

conda install -c conda-forge librosa 

numpy gets corrupted and librosa fails to install.
