Is it possible to restrict Content Access without putting dashboards into different folders?

All the data comes from one model, so creating Model Sets is out of the question. I want to grant access to specific dashboards without having to separate dashboards into folders. Is that possible? If so, how would I be able to do it?

We've created folders by department and control access using groups. 

e.g. Finance team has dashboards, some of which are for finance team only and some they want to share with marketing.

We create 2 folders : Finance - Internal and Finance - Common

finance_group has access to both folders.

marketing_group has access to Finance - Common
