when calling this URL: https://public.rxweb-pre.com/pps-public-env5/api/v1/health
but only intermittently - it works sometimes

Hi @Ambuj Sinha, did you check your Trace session? Is the API call reaching your target?
Where are you getting this error & which Apigee account are you using Public/Private/On-Prem?
If you are using the Apigee public cloud account & your API call is not reaching the target, then it usually happens due to heavy load on the public cloud as there are many evaluation accounts.
And it's a private account
