I recently deployed the Apigee developer portal kickstart solution provided by Apigee.
After installation if found that the api specs are not loading when I click on view documentation however this works when I reload the page.

Yes this behaviour is observed in Apigee Developer Portal kickstart.
To reproduce this behaviour open the website every time in incognito window.
Click on View Documentation will show the empty details as below.
This issue will be more visible if you can add few more API Catalog with some different open api specs.
Could you please share us the Drupal and PHP versions you are currently using.
Please find the version details:
Apigee developer portal kickstart (10.1.8)
NGINX(1.22.1)
Drupal(10.1.x)
MySQL-Client(15.1)
PHP(8.2.7)
Ops Agent(2.35.0)

Sometimes this happens due to caching issue, could you please do the following steps:
1. Go to configuration -> development -> performance -> Bandwidth optimization
(admin/config/development/performance)
2. Uncheck both `Aggregate CSS files` and `Aggregate JavaScript files` then Save configuration.
3. click on `ClearAllCache` on same page.
once all above steps done, check to see if the specs renders correctly.

The behaviour is the same.
Secondly this issue is easily reproducible by following the steps mentioned by me above. not something

I checked with 21 Api contents, tried on the Incognito window, for regular & admin user as well as the non-logged in user, My configs were same as yours except the server, I am using Apache server.
But still I was not able to reproduce the error with the steps mentioned by you.
Can you let us know, how many OpenApi docs you are testing with ? Also when you get error, please provide us the error you are getting on Recent logs or if any error you are getting on browser's console.

As my observation this issue seems like with NGINX Server and not with Apache.
I swiched to native deployment of all components (i.e., Linux, Apache, PHP, MySQL, Composer etc.). rather than Kickstart solution provided by Apigee.
This worked for me.

Just an update on the issue.
This was not getting reproduced in my local system with Apache.
When I deployed the kickstart on GCP Compute engine instance the issue is reproducing with Apache server as well.

This can be the issue with formatter you are using, try using other formatter as mentioned here - https://github.com/apigee/apigee-api-catalog-drupal/blob/3.x/README.md#overview

My kickstart solution gets refreshed and shows to setup screen again and again.
I have checked, the above solution, and it works for me, I don't see why changing the formatter would lead to setup screen.
Can you please share screenshot of the issue and the details you are seeing on it ?
