Apigee Hybrid 1.13.1 Org and Ingressgateway Stuck in Creating state

Hi All,

Please help me on how to fix below issue.  Apigee Org and Apigee Ingress stuck in Creating state.

kubectl get ad -n apigee

if I proceed till the end, Cluster was able to serve the traffic and other functions working fine. 
Kindly help me to understand and how to fix this issue asap.
