I created two evaluation organizations using both the Wizard and command-line methods (with VPC peering enabled). Here are my findings:
Wizard: I chose the auto-assign option. In the project's VPC network details, a /22 IP range is allocated. However, in the ApigeeX instance, I see two /28 ranges listed (e.g., 10.65.0.0/28, 10.65.4.0/28).
Command-line (VPC Peering): I assigned a /22 and /28, but in the ApigeeX instance, only two /28 ranges appear in the IP range field.
Should the IP range display a /22 and /28 instead of two /28?
Please let me know if I'm missing something here.

@DigitalD - For eval orgs, even though you reserve /22, it only needs and allocates /28 for the instance. Thats probably why you see that.
