Can Apigee Edge make multiple outbound target calls for a single inbound request?

Not applicable

Specifically the SOAP endpoint works by first submitting username and password to get a single use token then including that on the next api call.

I'd like to GET /users let apigee store my credentials and make both calls. I'd rather use access control to restrict the api to my servers.

I'm very new to Apigee Edge so any clues on how to set that up or the best place to learn would be greatly apreciated.

You can do this through the use of Service Callouts (http://apigee.com/docs/api-services/content/servic... Extract Variable (http://apigee.com/docs/ja/api-services/content/ext... and Assign Message(http://apigee.com/docs/ja/api-services/content/ass... policies. It's quite normal to have to make a callout for a token before making a call to your backend service.
