Failed to list developer apps in API Management page

The Cloud Edge API Management page always show me there is something wrong when I am trying to add a developer app. The detail is as follows:

When I click "publish"menu then "developer apps" link, it shows the following information:

To start using {{branding.companyNameShort}}, add your first API Proxy and begin sending traffic.

I 've already add API Proxy, developers, and API Product, who knows what should I do to add a app? Thank you.
