How to check if the Token exists for given user claims before generating a new access token ?

Is  there any option in (APIGEE edge cloud solution) to verify if a token exists for a given user claim before issuing a new access token?

The request to token generation API contains only the user claims and does not include a previously generated token.

Can you elaborate on what you mean by that:   "a token exists for a given user claim" ?  Some examples maybe?
