After deleting a developer account using the Apigee admin

or using the Apigee API
the developer account no longer shows in the Apigee admin developers page and the delete API returns 404. Which is good.
But, if you try sign up for a new account using the deleted email address the front-end says "There is already a user with that username."
How do you fully delete the developer so that you can signup again with the same email address?
CPS is enabled on our account.
I waited many minutes after deleting and still can't sign up for a new account with a previously deleted email address.

Apigee Support figured it out.
I was using the Developers admin page to delete developers, but that doesn't fully delete the user.

Should use the portal users admin page instead.
