How to make visible a homepage "Getting Started" to anonymous users?

I have created a page on the dev.portal called "Getting Started". This page link is visible only when a user is logged in. This page is located on the top side and I couldn't find it available on the menu People>Permissions to enable the view for the anonymous user. How can I push it to publish it?
