We would like to install JCE Unlimited Strength Jurisdiction Policy on Java Run Time Environment used by APIGEE.

hence, does APIGEE uses its own run time environment to execute APIGEE and if yes where do we place these files on APIGEE.

The Apigee Edge installation uses the Java in JAVA_HOME.

So, you can install JCE Unlimited Strength as you normally would, for any Java application.
