Lock out attacking IP addresses

Looking for a way to auto lock attacking IP addresses for our Apigee API services running in Google. We have security tokens assigned to connections so they don’t login successfully but we really want find a way/rule/trigger to say, after 200 incorrect attempts from one source we lock out that IP address.

Is this possible?
