Microgateway plugins and sequence of orders

Is there any particular order to declare Microgateway plugin (SpikeArrest) sequence

I think SpikeArrest does not need connectivity to operate while other plugins auth, quota and analytics need connectivity.

Hence order of declaration of SpikeArrest plugin is immeterial.
