Some users can't see apps in developer portal

Some users can't see apps in developer portal even though they are active. They can't also see their company, product also. This is after Apigee upgrade 4.51. They see message like 'user is not active'. Kindly help on this.

If the developer sync had run or not? 

Assuming you're using Drupal 9 here is the documentation on developer sync https://www.drupal.org/docs/contributed-modules/apigee-edge/synchronize-developers-with-apigee
