apigee Multi Region failure testing?

Other than this post in ref to API DN.

Is anyone aware how multi-region failure testing is performed by apigee?
Is there any manual intervention done on the apigee side?
How is a fail-over monitored and if there is a failure.
Will we as customers be notified of a fail-over, if so how are we notified?
