Can't get simple Lookup to Work and populate form

At least I think it’s simple.
Here’s the syntax:
LOOKUP(“Tech Email”, “Tech”, “Email”, “Tech ID”). Ah! So frustrated. The minute I think I understand it…

Assuming the green table is called Users

Any(Select(Users[Tech ID],[Email]=[_ThisRow].[Tech Email]))
