i reduced the user count to 8 and that the usage statistics show 10, but the app remains blocked.
and im using a prototype without a plan , should work instantly after reducing right ?
No. AppShhet counts users who have logged in IN THE LAST THIRTY DAYS.

You can copy the application and start from scratch on the copied one.
thats exactly what i did and it keeps showing that the acc is blockewd and unable to fetch app
Sorry. I thought it was just the app that was blocked.
You'll have to talk to support and explain that it's an error due to ignorance.
In other cases, they have unblocked the account.

Something seems off. Are you told, in the error message, the reason the apps have been blocked? Are you sure they are indeed blocked and that you are not experiencing an error for some other reason?
If the only app in the account is a NON-deployed app, you are allowed to have up to 10 test users using that app - NO LICENSES REQUIRED!! In the past, under these circumstances, AppSheet has NOT blocked apps for violating these restrictions. They would send out ample warnings. I suppose they could have tightened their monitoring of these violations but I am not aware of it.
DO NOTE: that license requirements cover ALL apps in the same account. If you have several deployed apps, the number of licenses required is determined by all distinct user logins. If, across ALL apps, there are 20 different EMAIL logins, the account requires 20 different licenses. If a single user logs in to any of the apps with 2 different emails, that user requires two different licenses.
When there are a mix of deployed versus NON-deployed apps, I think NON-deployed app user logins DO NOT count towards the overall license requirement - IF they logged into only NON-deployed apps.
Typically, if you have exceeded the license requirement, AppSheet simply sends out warning messages. They would, in the past, only block accounts that either exceeded the count by a lot OR consistently exceed the license requirement. It's possible they have become less lenient but again I am not aware of any such change.
Once you have exceeded the license agreement to the point that the account is being blocked, you WILL need to contact AppSheet support to have the account reset. This is NOT done automatically, even if you have corrected the issue - at least for now!
