What is peak traffic event ?

Peak traffic events are major business-related events that cause a sharp increase in traffic beyond your application's standard baseline, such as Black Friday for retail businesses, or the months of October and November for the healthcare industry due to spikes in online traffic for benefits enrollment.
Launch events are any substantial roll outs or migrations of new capability in production. For example, a migration from on-premises to the cloud, or a launch of a new product service or feature.

Hi,
My observation is that the classic HTTP load balancer has a performance problem connecting to computers in the EU at some hours during the day. Most of the time this happens during peak business hours in the US. I do not observe this slowdown with the managed HTTP load balancer. So I have questions:
1. Is there any way to fix this?
2. If no, is it possible to upgrade from the classic HTTP balancer to the managed HTTP balancer without interrupting service or with minimal interruption? We have a high traffic website and each interruption has impact on our clients. We must preserve the IP address of the global balancer because of DNS and IP whitelist entries.
