In this video, @Tej Ravindra from Apigee Product Team explains how to setup transaction recording policy for API Product to charge for.

Transaction recording policies are required in order to charge for your APIs. These policies enable monetization to capture the parameters and custom attributes that you defined as part of monetizing your APIs. For example, if you set up a rate card plan on your API, monetization needs to know the custom attribute that defines your rate and where to find it. Transaction recording policies can also be used to define success criteria, so users of your API are only charged when the transaction is successful.
