App is already verified but still being blocked.

Hi, Our app is already verified. But when the new user sign in, it shows "the app is blocked".  And it does not show the consent screen to the new user. The app only uses calendar list readonly and event list readonly scopes.  Could you help us to find what the problem is? Thanks.

The client id of our app is 583549058633-6vavj6s9110grrj68db0gtq0m4pcpis5.apps.googleusercontent.com. To reproduce this problem, please go to oauthdebugger.com, fill the authorize url with "https://accounts.google.com/o/oauth2/v2/auth", fill the client id and the other entries as the screenshot  below, click  "Send request" button, select google account to oauth, you will see the block message.
