I tried different bank cards but failed for all.

The Google Cloud error “OR_BACR2_44” usually occurs during the billing setup process and is often related to issues with the payment method or account verification. It appears that additional assistance is required to fix your account.

I tried to email Google support, but it didn't help, and they are reluctant to disclose the details or provide some alternatives to solve it.
