Billing issues

I wanted to start with google cloud and the $300 free credit interested me. So I signed up for the same, I got debited for Rs. 2 in india almost 5 times but still the account isnt active. It simply returns me an error, whereas money is debited and autopay is active at my banks end. Can anyone please help me here?
