Cannot enable Looker Instance

We are trying to use looker for data aggregation and visulization. We want to setup a an Instance of Looker and connect with Firestore to ingest data. Our goal is to define various logic and calculation on the ingest data and create reports.

The issue we are having involves creating a Looker Instance. When we try to select the "Edition" for Looker in the setup page, all options are disabled. Hovering over the options shows us the message "You do not have quota". Here's what we have tried so far:

1. Tried to increase the quota for Looker instance in the region of interest from 0 to 1. However, we get an error and cannot change the value to 1 or anything other than 0.
2. Tried to create in instance in a separate cloud project. Same issue
3. Tried other regions (us-east1, us-west) but same issue. Our region of interest is australia-southeast1

Would really appreciate any help or guidance on how to get Looker setup. I also checked other posts (like this one)  but did not find any concrete reasons as to what the issue is and how to get around it. Also for context, for all the cloud projects we tried to have Looker setup have billing enabled and setup.
