Cannot set up a new project "Operation failed: An unrecognized error occurred"

We are trying to set some stuff up for a customer and asked them to "just get a Google API key" so they can pay the API costs directly. Well, who knew THAT would be so hard! Please can anyone explain this screenshot? It was sent to me, so I really cannot share much more information, expect to say we asked them to:

1: set up a project at https://console.cloud.google.com/ and
2: get an API key for https://console.cloud.google.com/apis/api/language.googleapis.com

We are trying to get our customer using https://cloud.google.com/natural-language/docs/setup.

This is likely because the user account logged in to the console lacks the project creator role.
