Cloud Startup program.

I'm applying for the Cloud Startup program. In the form field where you put Google Cloud Billing Acount ID and  I'm getting  an error "Your Billing account ID admin email domain must match the website domain. "

The Google cloud platform is very confusing, I not able to find a solution for this. I have created another user to match with the domain, but I dont have a billing Id for this. What a mess.

The error message indicates a discrepancy between the domain of your billing account admin email and the domain of your website. This is a security measure to ensure that the entity applying for the Cloud Startup program is legitimate and has control over the specified domain.

If you have control over the billing account, you can change the admin email associated with it to match your website domain.
If modifying the billing account is not feasible, reach out to Google Cloud Support for assistance.

I've hit this same snag and it seems to be a catch 22 situation. My domain name is my company name and my GCS account is through my personal gmail email. There appears to be no way to change the email that GCS is setup with. I'm currently paying over $1700 per month for this service and to not be able to change the email or continue with my application for the Startup program is extremely frustrating.
