Create cloud build v2 github connection error

 I use web controller create a cloud build v2 github connection，region is us-west1 create error，server response code is 503，but other region is all right ，use terraform look debug log same error

A 503 server error means that the server or resource is unavailable. There are many reasons why it might return a 503 error, but some common reasons; it is currently undergoing maintenance or there’s a sudden spike in traffic that causes it to overload.

What you can do is to try again later, as sometimes the error is just temporary. You can also inspect Cloud Logging to check for the logs and events under Logs Explorer for the summary.

Retry after some time, could be because of - 

1. Maintenance 

2. Temp Outage

3. High load in us-west1
