Error in importing local csv file

I have been importing the same structure of CSV file for many years by overwriting an existing table in my dataset. I just started having a problem with it last week.

I have been Auto detecting the Schema from the start.  Now When I try to create a table, it tells me "Make sure all fields are correct to continue." If I click Go to issue(s) it brings me to the Schema Auto detect checkbox.

If I try to manually define the schema, and set it up to match the existing table that I am overwriting, the processing circle just spins with no results when I start the import.
