Getting a "write access was denied" error on a project recovered from deletion

Hey all! I recently encountered a situation where I realized I needed to recover a deleted project. I initially disabled billing on the project and marked it for deletion, then stopped the deletion process and reattached my billing account.

For some reason, I can't seem to perform any operations on my Gen2 cloud functions. There are some functions that were present in the project when it was marked for deletion, and now if I try to create new functions or delete the old ones I get a "write access to project was denied" error despite having the owner IAM role on the project. Is there something I can do about this outside of creating an organization and buying standard google cloud support? I'd really rather not create a new project and build up all the resources from scratch...

For reference, here's the error I'm encountering:

The same thing occurs if I do it on the gcloud CLI.

I've also tried disabling and re-enabling the cloud functions API and that didn't seem to do anything.
