I am not able to use a credit card issued in India
Also it says my billing account is suspended
As usual google support is not helpful at all
This happens mostly when international transactions are blocked on credit card. I had similar issue but after enabling international transaction i am able to enable/create billing.
That is the first thing I checked long time ago. and international transactions are enabled already

I see that you've reach out to Google Support already about this issue. Have you reached out to Cloud Billing Support yet? This team is a great resource to help with triaging and troubleshooting payment issues and can also help with getting your account out of that suspension state.
Additionally, the Cloud Billing documentation contains useful articles that can help you manage your billing account, modify settings, and resolve common issues.

and I click on "get started with basic support"
which takes me to this page
and if I click on "community support" I'm back where I started, google's merry go round indeed
now when I click on
"support for cloud billing issues"
I get to the SAME page I started before
So can google tell me how do I even contact their support?

Alas the inevitable has happened google has terminated my cloud account
Foreseeing this I have switched my customers to AWS a while ago and my prophecy has been full filled indeed. Adios Google!
