Help with Google Cloud MySQL

Hello,
I just set up a Google Cloud MySQL.

Instance ID: database
Database name: Database1
Public IP address: 104.154.63.72
Connection name: mysql-344003:us-central1:database

When I use the Public IP address: 104.154.63.72 to connect to the SQL server, I get an error that the site can not be found.

Could you please assist me on how to connect to the SQL server?

Also do you have any sample code in VB.Net on connecting to MySQL and managing the database content?
