It kind of depends on how many servers you're doing the lift & shift for.  I'm not aware of any cost-effective solutions if you're moving just a few.  However, if you plan on moving a whole fleet of servers to the cloud, then you can try looking into Migrate for Compute Engine .  There's even a whole Qwiklabs Quest focused around this topic if you want to dive into that.
