I can not create new Google Cloud Account. Please help me !

i just bought a domain name, created a business account. Now I want to create a google cloud account to start hosting my website. But when I fill in visa information and press register button it doesn't work. Please help me, I've been stuck here for so long!

And what is this mean ? Why i am not Adminstrator of my own wgmail ? I dont get it ? Why ???? I stuck on this so long !!! 

I stuck on create new billing account, and you said i must be a billing account to be helped ??? what ????? Are you kidding me ????

I check all the forum, and what is this ? The developer will not fix  this ? Now what i have to do now ?
