OAuth API Verification for closed beta app

We're developing an app that requests Sensitive Scope and planning to apply for verification. Meanwhile, the app is still in closed beta. Will Google review an application for a closed beta app? Note that there may be more than 100 users so the exception for Personal Use will not be used this time.

Here [1] is where you can view all the cases in which you will not be required to submit for verification.
If your app requests sensitive scopes, and doesn't meet any of the criteria for an exception [1] you will need to verify that your app follows the API Services User Data Policy.  [2].

Hi @HidekiHamada ,

We are in the same position. Our app is in a closed beta. We submitted for a review but was rejected because we were not considered to be in "production". 

How did you solve this predicament? Would greatly appreciate any learnings...
