OAuth app and marketplace app in the same Google Project

Hi folks,

Currently, we have two different projects/apps on Google Cloud for the same web application. They use the same scopes but one is meant to be installed by users (let's call it User App), using the OAuth dialog within the web app, and the other is meant to be installed, domain-wide, by an account administrator via Marketplace (Account App).

I didn't participate in the discussions about creating the two apps, but it seems to me that we could have a single app with both functionalities. The user app would use the scopes requested in the OAuth consent screen page and the account app would use the scopes requested in the Google Workspace Marketplace SDK.

I'm asking because we currently pay to perform the annual assessments on both apps (we use restricted scopes) and because I find managing more credentials and projects cumbersome when we could have only one, if my reasoning is correct.

Is that correct? Can we merge the two apps into one?
