SOLUCIONADO LEELO EN ESPAÑOL lo que me pasaba era que yo estaba en modo de prueba donde te daban 300 dolares, para ver si tu tambien estas en el modo de prueba tienes que entrar a la pagina de console cloud google y arriba de todo te saldra si estas en ese modo, tienes que darle donde dice creal cuenta o algo parecido ya no recuerdo que salia y luego ya podras realizar pagos normalmente

Managed to solve this with a workaround.

I have two accounts - the one I was trying to use over and over again is my business account. After reading all the frustrated comments here and on the issue tracker, I was looking for a solution, and used my second, personal account, the one that I pay for Google Play - It worked immediatley (although both uses the same credit card).

I think that you can also bypass this error if you will create another separate biliing account that uses PayPal instead of credit card (and inside paypal you can use your credit card).

I hope this will help someone. Good luck

I just did the same thing, but used my credit card for the other account instead of paypall, and it just cost me another 1 dollar and the problem still persist.. google cloud sucks!

23rd of April and still the same error. No way to get ahold of support as billing account required to do it. What a mess. AWS is the way to go.
Amazon Web Services is a much more stable provider.

hi , I tried something and it works for me , I open a developer account in play store it cost 25 $ then I retried ,they ask to verify my ID and it finally works.

Add a payment method in Google pay and go to to https://play.google.com/console/developers

open a new developer account , back to Google cloud and try again ,they goona ask you to verify your ID

Hello friends ! Greetings from Bogota, Colombia.

Today I was able to fix this error. It turns out that months ago I took the free trial in which they gave $ X amount of dollars in credit for the use of Google Cloud.

I took this test and forgot about the project, the billing account was closed and apparently this is what causes the conflict to make new payments.

The only thing I did was enter the url https://console.cloud.google.com/billing

Steps:

Step 1: Select the account that appears closed

Step 2: When you select it, the url https://console.cloud.google.com/billing/:[ACCOUNT_ID] will open

At the top there will be a light red alert indicating that the account is closed along with two buttons (I don't remember very well the name of each one)

CLICK ON THE ONE THAT SAYS UPDATE OR SOMETHING LIKE THAT.

Step 3: PROBLEM SOLVED
