i'm wondering if anyone encountered similar problem to mine when trying to create a new cluster for GKE in specified location. [ new location: me-central2 ]
During the deployment i get the error "Permission denied by location policies" although the location is allowed and not restricted. i have also checked the location polices and all is allowed nothing is restricted.
What is the cause of such error ? and how to resolve it.

I'm getting the same error when trying to deploy to Cloud Run. It seems that this issue is only happening to me-central2 region, which is a new region so that may be some indication to the issue.
Also, trying to deploy through terraform, I get the following error:

I am getting the same error in the same region. This is new region they started and maybe it is under process.
Im having the same issue using terraform in the same region.
I talked to customer support, and they replied that there is lack of resources for this reason that's why this error shows. That suggest trying to create instance around 6 AM / PST there is chance to allocate. This is a temporary issue and will be resolved in time.
The region "me-central2" will be publicly launched in Nov 15 only. Hopefully the services will be fully functional and accessible by then.
Faced same problem with FIFA Mobile Mod. Ensure proper permissions, check location policies, and seek GCP support for assistance in a similar way.

In summary, the access has to be from the Google partner in the KSA region (CNTXT).
We have been getting same error and while CNTXT website has contact form and an option to schedule call with them.
But they never get back to us, It's been over a month and we've filled details multiple times.
