Recovering appspot website created in 2017

Hello,

I have a static html website which was running off appspot.com. It stopped working last week with this error: server error, the service you requested is not available yet. I was trying to remember which account I used to create the website to log into the admin panel. I cannot find it, would google support help me get the ownership of the website back or at least tell me why it stopped working? I am not sure who to contact.
