Scheduler and Batch Job not starting at same time

i have several scheduler to start batch jobs at certain time and apparently they arent starting at the right time 
scheduler shows in log it was started at 6:45pm but batch jobs show in log the instance and the job started at 7:04 how can i check if the job its staying in scheduled or pending because quotas or any other issue could be happening?
